Ingredients:  
1 1/2 pounds of ground beef.
1 large onion diced.
1 large green pepper diced.
2 Tbsp of brown sugar.
1 Tbsp of worcestershire sauce.
2 tsp of ground mustard.
1 tsp of garlic.
1 15 oz can of tomato sauce.
3/4 cups of ketchup.

Topping
2 cups of flour.
3 tsp of baking powder.
1 tsp of salt.
1 1/3 cup milk.
6 Tbsp of melted butter.
2 large eggs.
1 1/2 cup of shredded cheese.

Directions:
Directions:
Brown ground beef, peppers, onions, garlic.
Drain.
Mix brown sugar, worcestershire sauce, mustard, garlic, tomato sauce and ketchup.
Add to ground beef mixture and pour all of this in a greased 9x13 baking dish.
In another bowl, whisk together flour, baking powder and salt.
Mix melted butter with milk and then add eggs to this and mix well.
Stir the liquid mixture into the flour. Add shredded cheese.
Pour this mixture over ground beef.
Bake 400 º F for 25-30 minutes.
